Canonically he can't outright sense a spell without looking but he can sense magic in active use. Additionally he's hyper sensitive to magic even in his own canon. He once was able to see ghosts (when he was crazy. Long story) and used that experience to find a way to see them on purpose. Given all that, it's pretty likely he'll be able to hear Mikleo. I'm not sure about seeing him. Mikleo may or may not fall into the umbrella of spirits that he could perceive via the method he's devised, but Felix may have to concentrate to see him right off the bat.
