Youkai definitely count as supernatural beings and possibly as monsters, but Hakkai wears power limiters that deliberately suppress his abilities and aura. I'm going to say that he can probably hear Mikleo and see a sort of blur where he is, to start with. Also, 'youkai' is usually translated into English as 'demon', so while his aura is suppressed, if Mikleo wants to be kind of creeped out by him that's also okay with me.
