Mikleo is a seraph, a spiritual being that resembles a human but cannot be seen, heard, or touched by humans without a sufficient level of resonance. Resonance basically means their level of instinctive or spiritual power, depending on species.
Most people cannot interact with seraphim, and go about their lives without even noticing them. To combat this, his ability to manifest (which is normally limited to mirrors with enough focus) has been boosted. So he's, you know, playable.
There are a number of exceptions to the rules, of course. Those who can see and hear seraphim in canon are:
For Drift Fleet purposes, anyone's resonance with Mikleo will increase the more they are around him, eventually making it so he can be at first heard, and then seen. Whichever crew members he has who don't fall in the above categories, for example, ought to start hearing him after a couple of months. Visibility follows some time after.
Mikleo will never be visible in photos or on the communicator, but his voice will always work on it regardless of resonance.

ALSO ALSO BECAUSE I AM A FORGETFUL LOSER- Mikleo has the same ability to sense malevolence as Sorey, but I neglected to include this on his permissions. So if you can fill out Sorey's permissions as well, it would help us both out!

- Monsters

Species: Blood elf
What's their resonance like? He's a gifted mage and can sense mana as well as tap it from other things. (Mana is a thing in this game, right?) So I think Belth could see him! On top of that, he has very good hearing because he's an elf.

What's their resonance like? Varric is like a non-practicing Catholic and he's about as magic as a clod of dirt, so nope.

What's their resonance like? She can use some magic and she's also literally a monster, but I can go either way depending on what you want!

Species: Human/angel
What's their resonance like? Luke ingested Aionis so that he could use magic. This means he has the same mana sense as elves on his world. Additionally, he's a sort of 'divine being' in that he can use angelic artes. As far as faith goes, canon is a clusterfuck but he's totally willing to believe people like seraphim exist.
