Mikleo is a seraph, a spiritual being that resembles a human but cannot be seen, heard, or touched by humans without a sufficient level of resonance. Resonance basically means their level of instinctive or spiritual power, depending on species.

Most people cannot interact with seraphim, and go about their lives without even noticing them. To combat this, his ability to manifest (which is normally limited to mirrors with enough focus) has been boosted. So he's, you know, playable.

There are a number of exceptions to the rules, of course. Those who can see and hear seraphim in canon are:

• Animals (or those with animal senses or instincts)
  
• Spiritual or supernatural beings
  
• Monsters
  
• Humans with exceptionally high spiritual resonance (those who can naturally see ghosts or spirits, those who can 'sense' the weird stuff)

For Drift Fleet purposes, anyone's resonance with Mikleo will increase the more they are around him, eventually making it so he can be at first heard, and then seen. Whichever crew members he has who don't fall in the above categories, for example, ought to start hearing him after a couple of months. Visibility follows some time after.

Mikleo will never be visible in photos or on the communicator, but his voice will always work on it regardless of resonance.

What's their resonance like? Beverly has no spiritual capacities whatsoever and very actively disbelieves in that sort of thing so it seems like it'll be a while before she can hear him

What's their resonance like? Misty can definitely sense spirits and magical beings and the like, she has a particularly strong connection to death and the afterlife since her strongest power is Resurgence (which is basically American Horror Story's term for resurrection). I have no idea if this would effect their resonance or his reaction to her but Atroma took her directly out of Hell before bringing her here.

Hmm... are there any lingering effects from her shenanigans in Hell, and/or is it possible to sense that connection, do you think? I'm totally fine with her seeing/hearing him, this is mostly so I know how to gauge his reaction. Seraphim are very sensitive to dark stuff like that.

What's their resonance like?: Allen has an ability to see trapped ghosts/souls and dark energies. Also most of his powers come his weapon (his arm) that only someone that's "chosen by God" can use and he's extremely adept at syncing with the weapon so...I'd imagine between both of those his spiritual level would be enough to see Mikleo in full HD (unless you have objections).

What's their resonance like? Spirits exist in Zuko's world and he believes in them per necessity, but he also doesn't have the ability to interact with most spirits like Aang does. It'd probably be awhile before he could see Mikleo, but he might be able to hear him. Vaguely.

What's their resonance like? She explicitly has a passive ability from her class that lets her see things formed of mana that are supposed to be invisible. It's usually used to see barriers and traps, but it would probably apply here. So, magic bullshit maximum resonance, she likely wouldn't realize that Mikleo isn't visible to other people.

What's their resonance like? Gifted Rieze Maxian spirit channeler, woah! She can't see spirits naturally, but she's able to cast spells because of symbiosis with spirits from her world. Then there's that one cutscene where she saw lesser spirits flying away. I've always interpreted Teepo's few outbursts over the atmosphere as Elize picking up on a spirit's presence.

I think she'll be able to see him?! Or at least see/hear him much more quickly than others. Pretty sure you're canon familiar with Xillia... 1. I've never played Xillia 2. Oops.

What's their resonance like? I am not completely sure! Steven hasn't shown specific signs of spiritual senses, but he has shown some signs of empathic powers. Once, he was able to sense the emotions of a gem that had turned into a monster, and on another occasion he was able to enter the mind of another gem through his dreams. So... I think maybe there could be some grounds for seeing him but I'm not sure?? Help me Akai-Wan Kenobi.

In canon, Stefan actually can't see spirits - they're invisible to him unless they've got a foothold in the physical world (and/or he's asked a witch to perform a ritual to make them visible). That said, he's got a high spiritual resonance thanks to his time in StE, and his blood is magical in nature.

I... think he can hear Mikleo, but seeing him may not be happening for a while.

What's their resonance like? I'm going to say that she doesn't have very high resonance. The only think that would help her connect with Mikleo is that she has water-based magical powers, and even though she doesn't realize it she's very tuned to the element of water. But other than those magic powers, she's a very human human who isn't very spiritual and is certainly not pure of heart.

but I love the tales of series, so even though they're incompatible I'll certainly be bugging Mikleo... :'D

What's their resonance like? In canon, Elena cannot see spirits unless the veil between worlds has been removed. So I kinda leave that up to you as far as being able to interact with him in person.

What's their resonance like? So Joseph's got a natural knack for and some pretty intense training in hamon, which is basically life energy. Hell if I know whether or not that plays any influence, but I will say that ghosts are also a thing in Jojoverse. He doesn't come across any until he's way older. (Like we are talking hard of hearing, walking around with a cane older.) Anyway, he has no problem interacting/seeing those ghosts so... ¯\_(ツ)_/¯ ONCE AGAIN, I LEAVE IT IN YOUR CAPABLE HANDS.

I've got no issues with Cassandra and Joseph seems like he'd be fine too. Elena, I dunno. There's no veil or anything keeping Mikleo from being perceived, it just depends on the person. Maybe she's a no from the start, but with the potential for an easy yes later?

Coil is a necromancer, which gives him a good amount of magic-sense and affinity with spirit-things, and he's also a Clearsight-- which, in his world, means that he can see through magical illusions, can sense magic, generally see things that normal mortals can't. So, I'm guessing that this would probably include Mikleo?

EXTREMELY BELATED FOLLOW UP QUESTION

I failed to add this until much later, but Mikleo has the same ability as Sorey in that he can sense malevolence. In his canon, dragons are like, the PEAK of bad when it comes to malevolence levels and extremely dark scary creatures.

Since they're meeting in person, do you think you could have a look at Sorey's permissions and let me know if Tek might have any? Since it would affect how they interact.

His is a bit wonky because he already creates voices/ghosts in his psyche that he believes try to eat away at his brain (he's full of PTSD and had a break in reality and blah blah blah). So he won't see Mikleo at all, but he could probably make out his voice. It'll probably be tinny and distant, and he'll just assume it's one of the voices in his head. They kinda all crowd and overlap anyway. He doesn't pay them much mind, but he might chatter back if he feels sassy enough.

What's their resonance like? He would probably see/hear Mikleo, maybe he's a bit fuzzy around the edges but solidifies more when Sam is confident in what he's speaking to. S1 he could sense them along with his visions, he's seen souls, resurrected, been possessed 34598509 times. So safe to say he's good here. Even if Mikleo will want nothing to do with him 'cus he stinky ew gross.

What's their resonance like? Actually kind of a tricky question. Youkai definitely count as supernatural beings and possibly as monsters, but Hakkai wears power limiters that deliberately suppress his abilities and aura. I'm going to say that he can probably hear Mikleo and see a sort of blur where he is, to start with.
Also, 'youkai' is usually translated into English as 'demon', so while his aura is suppressed, if Mikleo wants to be kind of creeped out by him that's also okay with me.

Other than that, he's a necromancer. He can sense life force, talk to spirits of those slain, and also do that thing with raising bodies to do his bidding.

What's their resonance like? He deals with demons and spirits pretty regularly back home and thus definitely believes in them. I think it'd be hilarious if he could see him but not hear him unless he was really focused in on him and trying, which would infuriate him because Mikleo would be able to sneak on him so much better than anyone else.

What's their resonance like? Hermione is a witch and she is super used to ghosts and all kinds of magical creatures! She's also spent the last three years in a magical world where connecting with spirits and that sort of thing was not exactly common but more common than most and she's always been particularly advanced for her nature. She might not see him entirely at first but she might pick up quicker than most - and be deadly curious about it!

What's their resonance like? Solas is pretty much king of the "I love spirits, look how cool spirits are, I love them wow" club in Dragon Age! He spends a lot of time talking to them, some of his best (and only) friends are spirits that he speaks to through Dreams and in the Fade and the closest thing he has to family is the spirit of Compassion currently known as Cole. I don't think he'd have any trouble communicating with Mikleo!

What's their resonance like? Alisaie is an Arcanist which is a magic user that can sense the aether in things and actually draw it out into it's own ephemeral form. For example, she can pull the aether from jewels and make them into cute animals. So I think she's already well acquainted with this sort of thing.
